that's about average. for best quality(compared to worst) i'll put a 60 minute movie on two cds. i'd rather get up in 30minutes to change cds with good quality, than get up in 2 minutes to "get rid" of a poor quality encode.

I put 60 mins max on one svcd for great quality. Here's the bitrate settings I use. http://www.mrbass.org/dvd2svcd/svcd/

I think the amount you put on one CD is determined by a number of factor, but many would agree 60 minutes per CD is probably about as far as you should go. Some of the factors that you should consider are:
- if the source is film or video, at the same bitrate 23.976 fps film has about 20% more bits per frame then a 29.976 fps video
- interlace or progressive. Interlace material requires more bits to make it look good
- fullscreen or letterbox. If you're going to letterbox a movie it'll be easier to encode since about 30-40% of the screen is the black bars
- type of movie. Action movie require more bits to encode well then a talkie. Animated and especially Japanese Anime are the hardest to encode well.
Also, use a multipass VBR (3 or 4 passes) when you encode for more optimum results.
