Is it illegal to record episodes of Cartoon shows not printed in US? Example: Rave, Outlaw Star? And then sell them. Because as i was lookin on EBAY i saw many VCD television shows going and the covers looked rather shady...i was just curious because i have yet to find out. Thanks

Who ever made the original cartoon owns the copyrights, unless they sold them
Some countries do not respect the copyright laws of other countries.
They are probably illegal -
I'm not a lawyer but I would be inclined to think that you will be breaking somebody's copyright unless the material was already released into the public domain.
It doesn't necessarily matter that the material isn't released/made in the US. The US (like most countries) will have multilateral agreements with most other nations to respect copyright and intellectual property.

I doubt the copyright owner is getting royalties.If the film wasn't produced
in the U.S then the M.P.A.A doesn't care. -
if someone local has bought the license then you could be
in trouble if you sell copies. A overseas cartoon series
can cost $20,000 up just for the licence in Australia.
At that price, many companies do bother and will take
civil action if they can find you. -
yeah they do care, just ask the citizens in Indonesia who 2 weeks before the movie attack of the clones was out and they where selling copies of DVD and VCD's, Lucas had Interpool and the Indonesia Governmant bust them all and shut down the plant, they rounded up about 50,000 copies also.
Just don't let Disney catch yeah cause they will prosucute also, just ask Blockbuster, Hollywood records and movie time when they had to pay out thousands for selling imported copies of Songs of the South a few years back, it was like $250,000 per store that had copies for sell and $25,000 per copy of VHS or Laser disc they were stocking, by the way its no longer legal in Japan to sell or distribute this movie any more there also.
