I am capturing TV shows at DVD quality for eventual burn to removable media and would also like to re-encode at a lower bitrate to post on my server and/or burn as SVCD's. Here's the workflow:

What are my options for the re-encoding? Do I need to de-mux then re-encode using something like TMPGEnc?

Demux, and re-encode the audio to 44.1Khz
You'll have to resize the video (TMPGenc, or CCE) if your not using a CVD, or VCD compliant resolution (352x480 for VCD, or 352x240 for VCD). Both of thoese resolutions are also valid DVD resolutions.
I would suggest demux, change freq of audio using headac3, and resizing to your target resolution (480x480, 352x480, 352x240).
Keep your source capture files, if they are avi, to save the quality loss you'll experience if you go from MPEG --> MPEG -

I can use TMPGEnc to de-mux the source MPEG file to a .m2v and .mpg file (video and audio). How do I then re-encode the video file at SVCD or VCD spec (I KNOW the spec but how do I basically go from MPEG > MPEG?)
I do not have a source .avi file -- my original source is captured directly to MPEG2. That's the dilema -- I need to go from MPEG (dvd spec) to MPEG (svcd spec).
Any help out there at the workflow I need to follow? -
