Any time I burn a VCD or SVCD and play it on my DVD player it appears in widescreen format on my non-widescreen TV. I lose about half of the vertical picture due to this and I would rather that it not do this if possible. Is there a way to have it fill up the entire screen or does VCD/SVCD only allow a cropped picture? I have an Apex AD-1700M DVD player if that matters.

You need to maintain aspect ratio, if you don't you could end up with either a stretched frame, or loosing the sides of the movie.
Go buy a widescreen
TMPGEnc > setting > advanced > clip frame
Use full screen > keep aspect ratio to maintain, or experiment with full screen and crop
