I am a big fan of VirtualDub and use it to increase volume levels in AVIs (as well as the full range of video editing and encoding functions), and use it in conjunction with tmpgenc to comvert to VCD mpgs.
I have been searching for a way to clean-up the audio stream (somewhat like using a stand-alone graphic equalizer would). I can find nothing - there are a thousand video and audio encoders but nothing that I can find to do more than increase volume levels on outputed WAV, mp3, mpg and avi audio files. Is this possible with tmpgenc or virtualdub?
    Does anyone have any recommendations?

Try Sound Forge or GoldWave. If you know someone with one of soundblaster Live! audio cards then they have it so finding a copy of SoundForge to copy should be pretty easy.

I mostly do music videos anyway so when the sound is bad enough I try to replace the crappy audio with CD audio, and I usually succeed.
