    Will re-encoding an mpeg file at the same bitrate deteriorate quality?
    If yes, how much of quality is lost everytime a file is encoded in TMPEG?

    I have re-encoded an mpeg file recently with tmpeg to change the frame size and I feel that some quality has been lost.

    Background processes running during the re-encoding process may affect quality. Otherwise, there should be no loss. But, anytime you change a quality factor (and "frame size" is a biggie) during a re-encode, something is always lost ... but can possibly be compensated for using filters (like those found in VirtualDub).
