Hi, I am new to this and do not understand some of the terminology in the help files.
Simply I want to convert this file (currently 198 mins) to something smaller so that I can use TMPGEnc to burn VCD. When I start the TMPGENC it tells me that it is to long for the medium it is intended for (80cdr), I have tried to set a start fram and an end frame but it freezes the pc about 5% in.
Can you please suggest an easy ans simple way for me to do this.

You don’t need to convert it to anything smaller for TMPGEnc, no matter what you did TMPGEnc will make a VCD mpeg 1.
Apart from cutting out any trailers, or credits, you cannot fit 198 minuets onto a 80 minute CD without loosing a great deal of quality, AND your DVD player may not play it.
If TMPGEnc is freezing at 5%, you may have junk frames in the original, if that is an AVI.. Load it into Vdub and scan for junk frames, then SAVE AVI with video/audio > direct stream copy
Load a VCD template in TMPGEnc (PAL or NTSC) and click start, later use Merge&Cut to split the file into 2 mpeg 1 for use on "2 CDR"
