mpeg limitted size?

it seems I can only encode mpeg 4 movies from dv to 320 x240 this is really small and annoying is this a thing with mpeg4 or am i just not doing it right?

Ok I figured it out . although nobody cares..using cleaner simply select image size in settings- keep aspect ratio of source- then change the size in pixels. Now the delema is why is it so choppy. It wasn't when it was small. I even raised the bit rate to no avail. Is mpeg 4 just inferior or something? ive never had these tedius problems in divx.
