  1. I have a few AVi(s) that have been created at 14.985fps. Is it possible to enhance the AVI to 23.976 fps? I need help and instructions.

  2. One other thing. I want to convert from 14.985 fps to 23.976 fps to make the quality better.

  3. You'll never improve the quality of an AVI by increasing the frame rate with existing footage. The old can't make a silk purse from a sow's ear principle.

You might change the frame rate to make a VCD or going from PAL to NTSC or visa versa etc. so it plays in a VCD/DVD player. There are frame rate guides for that.
Panasonic DMR-ES45VS, keep those discs a burnin'
