Default settings for SVCD are: (taken from this site)

    Video:
max 2524 kbit/sec MPEG-2 (if the audio is in 224 kbit/s), audio + video bitrate max bitrate is 2748 kbit/s.
    480 x 480 pixels (NTSC)
    480 x 576 pixels (PAL)
    29.97 frames/second (NTSC)
    23.976 frames/second (NTSC Film)
    25.00 frames/second (PAL)
    with up to 4 Subtitles

    Audio:
    from 32 - 384 kbit/sec MPEG-1 Layer2
with up to 2 Audio Tracks

    Extra :
    Menus and chapters.
    Still pictures 704x480,352x240

You shouldn't have to reencode the video to correct audio errors. It is unnecessary and will decrease the video quality. Try to follow the guide below and come back with questions.

If you are working towards a fixed filesize such as filling 2 or 3 CDs then you should use multipass VBR to minimise any quality loss.

Use the bitrate calculator below to work out your ave. and max. bitrates.
