when i am converting a file to vcd does a higher bitrate increase the quality if i am playing it in a DVD player? i would leave the resolution the same and only change the bitrate.

Yes the higher the bitrate the higher the quality, of course the quality of the source is the overall limiting factor.
Note that if you use higher than standard bitrate than you are making an xvcd not a vcd and you will not be guaranteed compatiblility on all hardware players. -
VCD(NTSC):
res:352x240
video bitrate:1150kbps mpeg-1
audio bitrate:224kbps
Any other specs.and your file is a xvcd
