You have to rip the subtitles off the dvd with vobsub or subrip and add the subtitles with a subtitle filter. To do that you may use VirtualDub or Avisynth. Several subtitle filters are available.

You can rip dvd subtitles with vobsub. Start vobsub config, open the *.ifo, select the language and press the wide buttom in the middle of the configuration window. Vobsub will write a new *.idx and a binary *.sub file.

Truman, thanks for your help,I am getting there, just a little confusion,,when I make a vcd I rip with SmartRipper, then DVD2AVI,then I use TMPGEnc to get the mpeg, then I burn the vcd with nero,I am almost sure that after I rip the dvd with SmartRipper,I suppost to open the ifo file with VobSub,is that correct? now,I wonder when and how I add the subtitles file to the whole movie...

You have to use a video editor too, e.g. Avisynth or VirtualDub or Aviutl. As usual I suggest to use Avisynth.
    Rip the dvd with smartripper.
    Create the dvd2avi project.
Rip the subs as explained above.
Write the Avisynth script (load mpeg2dec and vobsub as plugins).
Open the *.avs in TMPGEnc as video source.
