I'm exporting a mp4 H265 in Premiere, the source file is a 5Gb H265 video, the estimate output file is 23GB... Why is it so big? Which settings should I look to make it size smaller?

  2. The video bitrate is to high.
    Go down to 3Mb/s.

HandBrake(Free) can reduce the file size without any noticeable loss in video quality.

I know, but the problem was that the file Premiere exported was too big and took too much time, with good export settings I can skip the conversion.

You may not be able to skip the conversion if you processed the file, or you edited not on keyframes.

And @Santiago isn't telling you the whole story. You may or may not be able to notice the quality loss (which is there, regardless when you do a lossy reencoding).
