What quality differences would I notice using TMPGenc 2 pass VBR vs using CCE to do 3, 4 or even 5 passes? Basically I'm wanting to know which of these fine programs will produce the best SVCD's?

If you have deep pockets, CCE 3 or more passes will produce the better SVCDs in about the same amount of time. TMPGEnc produces very respectable results as well, though.
