This is the Alternate Ending of Foster's Home for Imaginary Friends S06E05 'Race for Your Life, Mac & Bloo'.
It was downloaded from YouTube which was privated and later deleted. I'm not aware of any other HD and/or 16:9 source for the alternate ending.
This source was at first the only source for HD 16:9 copies of some Foster's Home for Imaginary Friends episodes until it was added to HBO Max.
The copy I have (which is a download via Youtube-dl) is 25 FPS progressive but was likely deinterlaced (poorly clearly).
The chroma layers U and V have blending with the previous and next frames (I believe). The Luma channel is perfectly fine.

I believe this is basically unrecoverable, but I thought I'd ask just in case there's some sort of solution.
I will say splicing the chroma layers from the DVD would be possible (but wouldn't fit the widescreen aspect, and would look weird, but it is possible).
