    Hi, i just got a new laptop and my subtitle edit waveform seems to stutter, i've never had this issue before,

    You're probably using VLC as video player, try switching to "mpv" or "direct show".
    VLC does not have precise seeking (well, not until v4 at least).

    Sorry for the late response, switching to direct show fixed it.
