Hi, I would like to know how to extract a ISO image file to PC without the need of burning to disc? please advice.

Mount it with Virtual Clone Drive or some other virtual drive app.
Edit: or use ISOBuster (thanks, luigimar). What do you want to do with your ISO, explore it and so on, or extract unreadable data or video files? Or do you mean "extract" (copy) a disc to your computer in ISO format?

WinRAR will do it also

DVD Shrink with no compression or i use Winrar A LOT!!!!!!
Winrar several times a week and i have never had an issue. -
WizISO (https://www.iseepassword.com/iso-editor.html ) can do that for you , extracting iSO file is not an easy task .
