When using the 2 pass variable bit rate to make a VCD do you need to change the steam type to something other than MPEG-1 Video-CD Standard for it to be effective? Is standard 1150 constant or can it just be 1150 average?

for it to be standard, it must be constant. Alot of players do however accept non standard vcds

So what do you change the stream type to, VideoCD non standard or system VBR or...?

You should use MPEG-1 VideoCD (non-standard) to get the best results.
