Ok, believe it or not, but this is not me. And having said that I believe I had a similar issue way back when I went to a HD display but for the life of me I fail to remember how I fixed it.
In short, my dad just upgraded his Windoze from 7 to 10. He screams at me "My pic is upside down"
So I fixed that but the desktop (a HDTV) is still bigger than the display so the icons/descriptions and the status bar at bottom are not displayed correctly. Only approx. 75% of each item is shown.
The display adapter, in this case is NVDIA.
My Googles just mention 'scaling' but I thought that just refers to what you see - even my desktop is set at 150%.
It is probably an easy fix and I already blush with embarrassment. But it is quicker to ask here than waste hours just clicking randomly.

I took a look and can alter the desktop to fit screen. However, the desktop is now < 1920 < 1080 (something like 1884 * 1040). I am sure that when I first set this up for my dad I could get 1920*1080.
The tv itself has various picture settings but could not find an over-scanning one.
But it seems, without these adjustments, to be over-scanning. How could an upgrade screw these up. (I assume my dad did not alter any tv settings but he would never admit to even if he had) -
The name of the setting on the TV may not be obvious. For example, on my Panasonic LCD the setting is in Menu -> Picture -> Advanced Picture -> HD Size. The options are "1" (overscan) and "2" (1:1). The word "overscan" doesn't appear anywhere. I discovered it by trial and error.

Also check to see if the TV has a computer setting. Sometimes that fixes your problems.

Samsung calls it Just Scan. Other names might be pixel-for-pixel, perfect scan, etc. Sometimes only a particular input has it.
