Please read guides about DVD Video first, you should know the basics already before searching for any tools. Great source: http://www.dvddemystified.com

Brief: Video must be encoded in MPEG-2 format with DVD Video compliant constraints. Audio should be encoded as Dolby Digital (AC-3). You also need a "DVD authoring tool", because a DVD Video is a whole media structure, not just a file.

There may be simplified tools like ConvertXtoDVD / AVStoDVD / DVD Flick ... but still, better know what you need and why.

If you plan to do this often, I recommend buying VideoReDo TV Suite H.264. It can create DVDs from DVR-MS.

If it is just one file, MCTVConverter can convert DVR-MS to TS. AVStoDVD can create a DVD from a TS file.

Note that recordings from digital channels often contain transmission errors which throw the audio and video out of sync when they are converted to DVD. VideoReDo can compensate for the errors. Some members here say that ProjectX can do the same for DVB-T TS files, but it doesn't seem to work for ATSC TS files over here in the USA.

[Edit]I forgot to mention that Cypheros TSDoctor is another piece of software that can compensate for errors in TS files. Like ProjectX, it doesn't work with DVR-MS files until they have been converted to TS and it doesn't author DVDs.
