looking for easyway auto-sync 2 srt files

I'm looking for easyway or (command line) auto-sync 2 srt files do not have the same number of lines for defferent language
like english and arabic at the same movies to use us tmx translation memory exchnager,
for example , english has 1250 lines and arabic has 1100 lines, some thing like this,
could you help me plz for lazy boy

Confused: if it's the exact same movie shouldn't the time codes be identical?
