Help Crop and Stretch video

Hi I'm new to this web page and I need help on cropping and stretching videos.
I'm at the library because my internet explorer disconnect and I'm working on making a movie.
I try scearching for programs that can be install offline to crop and stretch the videos
because the border of the videos is all black.
I wonder if there's any program where I can work offline with my videos?

more info may be needed about your source videos. get the free program mediainfo, install and put it into text mode. use it on your source video and paste the results here.

vidcoder might work or mediacoder.
