I have an .avi movie where the dimensions are 632x480. Can that at all be converted to 720x480, where it will look decent, and made into a DVD, or will it look bad?

Well, it can be easily converted to DVD video. As to whether or not it'll look any good, there are too many variables to be sure - how decent is the AVI quality to begin with, the type of display you'll be viewing the DVD on, the bitrate used, etc. etc. No way to know but to try using AVS2DVD, DVD Flick, etc.

How about a movie where the dimensions are 720x304? Would it be good to run the file through the software you mentioned?

Whatever software you use, just be sure to use the right combination of scaling and padding to get the correct image proportions.

If the file was recorded off TV as 480i, it can be horizontally stretched to 704/720 wide without affecting interlace. Any vertical resize would first require inverse telecine back to progressive.
