<1% chance for that will work.
sonicslayer explain the cases when this does work if you can. After ten years I haven't found one (excluding proprietary projectors that use VGA cables to send proprietary S-Video + audio because at the time they were cheaper).

What is this "video connector"? (usually called TV port).

If it is RCA, this is a settings issue.

If it is a multi-pin DIN, then we can help.

    Jibberish

    What TV model number?

    What laptop model number?

    What laptop display chipset?

What do you mean by "video connector"?

    NVidia says "TV Port"

I challenge you to get from a laptop to "RCA" composite TV off the VGA port.

Only known exception (to me) were certain proprietary very early ATI All-in Wonder cards that needed a proprietary VGA to analog component adapter.

There is a huge internet scam going on claiming VGA to whatever. Many even have footnotes explaining that these are unlikely to work. Prices are kept low so nobody will pay to return for credit. A near perfect crime.

So you are saying the laptop output is VGA and the "symphonic"TV also has a VGA input port?

Then why show the VGA to S-Video/composite cable?

  14. For clarity, you might also consider the occasional period at the end of a sentence.

Model numbers confirm that the Symphonic TV only has composite video inputs and RCA stereo audio inputs, and your laptop only has a standard VGA port for video-out.

A VGA to RCA composite + S-video + RCA Stereo Audio cable will not work with your Dell laptop. The laptop cannot be configured to output S-video, composite video or stereo audio from its VGA port. An external box with electronics inside (known as a scan converter) is needed to go from computer-friendly VGA video output to CRT TV-friendly composite video input. You also need a mini-jack to RCA stereo cable to connect your laptop headphone jack to the TV for audio.

The laptop VGA would be set to output 640x480 or 600x800, depending on the scan converter and available laptop video settings. The laptop VGA port would connect to the scan converter's VGA input. The scan converter's RCA composite output would connect to the TV's RCA composite input. The mini-stereo speaker jack to RCA stereo cable would connect the laptop headphone port and the TV's RCA audio input.
