Trying to convert an mkv file to a format that runs on my panasonic tv. Completes successfully, and video is detected and plays, but the video is out of sync of the video.

you converted from 24 to 25fps and it's sometimes a problem. try leaving it 24fps.

I'm not sure how to do that with multiavchd, i usually just leave the default settings as they are. Except for the size and number of passes.

In the multiavchd author tab look to the right under general-tv system and switch from pal to ntsc there.

I have a PAL tv.
If you guys were looking at the line "H.264 manual setted fps not equal stream fps. Change H.264 fps from 23.9761 to 25", i've transcoded videos before with that and they've come out fine. -
Sounds like you downloaded a video that wasn't encoded properly causing the audio to go out of sync,there a lot of threads related to this type of problem,the 23.9761 need to have the audio shrunk a bit when the fps are matched to 23.976 and authoring to pal will still have that issue to deal with.
I think,therefore i am a hamster. -
Do you know any way to do that with multiavchd or other free software? (higher quality the better)
EDIT: I used mkv2vfr on it, and the timecode file just had:
