    Without re-encoding? Free preferably.

    Also, is there a way to add audio to MPEG-2 files without re-encoding the video files?

    1) AviDemux, MPEG StreamClip, Mpg2Cut2 Probably a few more.

    2) Sure. You just mux your new audio back with the video. AviDemux can do that also.

    Excellent tool I too say, but not free. Since we're not in the "free-zone" any more, two more excellent tools for what you want to do are VideoReDo and TMPGEnc MPEG Editor if you wish to investigate further.

    Also keep in mind, there will be a re-encoding of a few frames adjacent to your cuts/joins, but only those frames, and a recalculation of GOPs, but in general all tools mentioned are virtually lossless in editing MPEG.
