Just my personal opinion, but a paper sleeve may give better protection. I've use ProSleeves in the past, but they do fit tight and if there is foreign material on the sleeve, you could get scratches. Not a problem most times, but if you pull your media out of the sleeves a lot, maybe a problem. A Tyvek envelope isn't as likely to scratch the surfaces because of the looser fit.
One of the safest types of DVD media storage is in the original DVD cake box disc holders. DVDs have a hub area thicker than the reading/writing part and storing them in the cake box keeps the surfaces from touching and getting scratched. -
