Unable to find the off topic forum so please repost if possible.
Whenever i load a page through IE i get the background image as per the screenshot i have uploaded. Scanning of system as not brought anything up as yet. Has anyone seen this before? Many Thanks

Looks like you have a custom wallpaper enabled; if you are running XP R-click the desktop, Properties, Desktop and see what background is enabled.

A: Ie > Tools > Internet options > Advanced > Reset.
B: Also check temporary internet folder location and clean it out.
It's most likely related to one of a number of css bugs which affect ie and ie has somehow locked into the idea of displaying the image which is why you do A and B then try again. -

Try un-installing IE8 and installing IE7 ... you could download a fresh IE8 from somewhere reputable.

Thanks everyone but i have managed to clear out the infected part. It was some malware that auto-installed itself; i dont recall the exact page i was on at the time (clearly it was a suspect one). All i recall is that Java updater came up and would not close.
AVG, Adaware & superantispyware scanning all failed to find it. Malwarebytes picked it up within first couple of mins of scanning. Hats off to them.
