I have some 20 minute cartoons that I converted from .rm to .avi to mpeg1 \ vcd .
I used tinra to convert rm to avi (divx) then filter using vdub (huffyuv) then mux, encode, burn.
The problem is that files with lower than around 19fps; freeze, skip, in short,go nuts,
Is this the result of the sorce framerate being so low?
I so would it mess up the sorce if i increase the framerate before encoding to vcd?

Well, you can convert the framerate from 19 fps to e.g. 23.976 fps, that means ~5 fps get duplicated, so a choppy playback is normally. It does not matter whether you convert the framerate before converting to VCD or not, it does not help. 2nd choise is to speed up the movie from 19 to 23.976 fps. Since the difference is too big, you wont be satisfied. 3rd (and IMHO best) choise is to delete that file and download a better one. Sorry for bringing bad news.
