Is there software that will let me mute the sound or edit out a scene and render to a new movie without re-encoding..?
I found a few that will edit out a scene, but haven't found any that will just mute the audio..

For mpeg/dvd/vob you could use mpeg video wizard to mute audio parts and it will just reconvert where you muted. See http://www.womble.com/support/FAQ26.html
Or else you can demux the audio from the video. Just edit the audio. Save. Multiplex back. No video reconversion. For more details we NEEED more information about your source video.
And try google for video remove bad language / swearing / cursing/ etc for more ideas. -

Source videos are mostly xvid/divx, maybe a h.264 or MKV or two...
AVS Video ReMaker is close to what I want, but there is no function to just silence/mute just the audio.. You have to cut the scene/words..
And you guessed it: I'm removing bad language to make the movies more kid-friendly...!
