black bar at top of IE 5.5

this just started happening, i opened up Internet explorer 5.5 and now I have this stupid black bar (with microsoft logo in middle) at the top of all my browsers. When i try to move my browser around with the double arrow thing, my whole browser turns black. how can i fix this??

I've tried reinstalling with no luck. what does that ietest at the top mean? please help me beause I HATE using netscape. thanks.
