    I am searching for splitter which can split my DAT video file into many parts without reconversion into anyother format. kindly suggest me , which is best.

    You can't do that.

    It has to be extracted back to MPEG-1 streams: http://www.digitalfaq.com/guides/video/convert-vcd-dvd.htm
    Then edited.
    Then re-made into a VCD.

    actually i have video vcd of 700MB in dat file. i want to upload it to youtube without loosing quality. can you please suggest me in which format (With what video size, bitrate, frame ) settings i should adopt so that I don't loose it's quality.

  4. Mpeg2Cut2 will let you open a DAT file, mark sections, and remux them into MPG files.

    1) File -> Open... DAT file
    2) Mark-in
    3) Mark-out
    4) File -> Save This Clip

    Repeat steps 2 to 4 til done.
