This Xvid video clip was captured from Australian cable TV. It is typical of many imported videos where (I think) the FPS is roughly converted to 25fps for PAL, and who cares about the cable customer !!
The video clip shows an aircraft in flight, and notice the jitter or stuttering in the close-up of the blue cabin. If you load this clip into Virtual Dub and walk through it frame by frame, you will see the problem immediately.
Questions
1) What is this called, and how is it caused ?
2) Is there anything we can do to correct it, especially since it has already been screwed by converting it to 25fps (in other words, I cannot use software to perform a conversion from its native fps to 25fps), or better still, leave it at its native fps ?
