Hi.
I have 2.38GB of MP3 files. I would like to put on a 700mb disc.
If this is possible. What would be the smallest audio format size could i convert to?

 So use lower bitrates. WMA and AAC sound a little better than MP3 at low bitrates. But unless all your files are very high bitrates to start with reencoding to low enough bitrates to put them all on a 700 CD will sound pretty bad. For example, reducing 320 kbps MP3 to ~80 kbps WMA might sound ok, but reducing 128 kbps MP3 to ~32 kbps WMA will sound like crap (you might find it acceptable for simple voice recordings).

	Are you using this for playback on a device or PC? or just archiving? 
 
 Beware many devices won't play back AAC or WMA and some won't even play MP3 on a CD
 
 If for storage, why not use a DVD ?
 
 As jagabo suggested, I wouldn't bother, because you are roughly reducing the bitrate/3 . So unless you are starting with 320kbps mp3, it's going to sound horrible.
