  1. If I encode 2 files with the exact same settings exept one in mpeg1 and one in mpeg2, will there be any quality differance? Also, why can I rew/ffw a vcd in my APEX 660 but not an SVCD?

  2. In Theory: NO

But because I and a lot of others of are the general opinion that some encoders are geared more toward mpeg1 & others are better at mpeg2, then its somewhat difficult to judge.

Example: An mpeg1 & mpeg2 done with TMPG, looks the same to me.
An mpeg1 with CCE is lesser in terms of quality to me and TMPG's mpeg1. However, CCE's mpeg2 is better in terms of quality tham TMPG's mpeg2.

Regarding your 2nd question, it may be a bug in the Apex's firmware.
I have the same problem with SVCD's on my Apex AD-700 but they FF/REW perfectly on my Yamaha DVD player.
There may be some further info in the DVD hacks section on your player.
