    What would be the best way to go about restoring the quality.

    I will capture it as ATI VCR 2 AVI.

    What program and what filters should I use>

    V-Dub has some great filters available for it.

    My favorite for crappy VHS tapes is fxVHS.
    It requires alot of adjustment, once the correct settings are put in, the quality is great.

    Make sure to read the manual.
