What is the source avi frame rate? Identify it using gspot or mediainfo (You can post a screenshot from gspot or mediainfo).
Are you converting to NTSC in ConvertXtoDVD? -

The framerate you posted above is PAL, which should be fine since your TV system is PAL. The only way that it may be causing a problem, is if ConvertX2DVD is converting it to NTSC. If your output DVD's are PAL, then it is working correctly. Aside from that, it is likely just a poor quality avi file. Are you testing the files on the computer is full screen? Many video quality issues become more apparent when playing back on TV. The bigger the TV, the more noticable any quality issues become.
If you do this often, you may want to consider getting a DVD player with Divx support. Then you can simply burn your files straight to CD/DVD as data and play them back. It will save conversion time, use less media, and preserve video quality.Google is your Friend -

THANK YOU SOOOO MUCH FREEBIRD AND KRISPY KRITTER.
Krispy your spot on i have a divx sony dvd rec and ive tried it using that media and its perfect.however my problem still there, as i need to be able to transport media to other rooms in the house ,that have their dvd players.
your right krispy it works on my pal tv and player so i guess convertX is at least converting to right country.
i feel im so close to perfection its frustrating and me being a complete novice too.

No problem. All I ask is that when you have successfully conquered your problem that you stick around. Don't disappear until you have a new problem. Read some posts every day and someday you will be able to help someone else by answering their post.
By the way. Welcome to the forums.Donadagohvi (Cherokee for "Until we meet again") -
