GUIForDVDAuthor or DVD Styler are free and very capable.
Tmpgenc DVD Author is cheap and easy to use.
Ulead Movie Studio is another option.

After that it starts to get expensive and complex. If this is a one-off exercise, use the free tools. Stay away from things like Nero or Roxio that claim to author - more trouble than they are worth if your material is already compliant.

If you have DVD compatible MPEG video and audio, then you need to author those files to the DVD format. Look to the upper left on this page for 'WHAT IS' DVD for the DVD format, structure and specifications.

You can use GUI for dvdauthor if you want to try a freeware authoring program. There are other payware authoring programs in our 'Tools' section. One of the simpler ones is TMPGEnc DVD Author.

Another alternative is a all-in-one converter that can encode and author. ConvertXToDVD is a popular payware converter. FAVC, DVD Flick and others are popular freeware converters.
