Can some one help me....

I have helix mobile producer and helix streaming server. My aim is to stream live analogue TV to a mobile phone via 3G network. I need a laptop capture card that can help me do this...

I am using 2 laptops. 1 has helix mobile producer, which i hope to capture the media to using a PCMCIA/USB capture card. The other laptop will act as the streamig server and has the helix streaming server on it,

This is for a collage project so price is a consideration.... Any Ideas?
