Format Conversion

I know this sounds like a stupid question but I can't figure it out. I have a DVD that was recorded on a DV camcorder. I also have another piece of video and want to combine them on a DVD. I have done this many times but this piece of video is formatted at 352x480 and I can't convert it to 720x480 to add it to the other. When I burn it the standard video is fine, but the 352x480 video is tall and skinny. I put the video in Adobe Premiere and tried to change the aspect ratio to D1/DV NTSC (.9) but it is still 352x480. I generally use ShowBiz to put projects together, but it does not allow me to change format size. I also have Windows Movie Maker. Can anyone give me step by step instructions with any of these programs? Would be greatly appreciated. Thanks!

i don't use premiere but with most encoders there is a check box for full screen. if it's checked and 720x480 is selected for the output it should encode it that way.

One would think it should be that easy. I have tried clicking on the correct size, but it doesn't change anything.

Went a different direction and got it done. I went from a DVD player with s-video to a camcorder and then firewired it into my computer and captured it with Windows Media Player. I then saved the project as an avi file which dropped right into ShowBiz with no problem. Thanks
