I've recently played w/VideoStudio 5.0 DVD Edition, which lets you burn VCDs and SVCDs using the NTI CD Writing Engine (and will let you burn DVD-Rs provided you download the plug-in from their Website and have a DVD-R drive). It's got a couple nice features to it, including the ability to build more elaborate menus than Roxio EZCD Creator does, add an automatic video file to the start of the VCD, and mark chapter headings in your files.

All points considered, it's not bad and it's easy to use - well, the DVD Plug-In is easy, at least. VideoStudio itself is kind of on the sluggish side and you have to jump back and forth if you want to edit anything - but it's useful if you want to just dump a file, convert it to VCD-quality MPEG and burn a VCD.
