  1. I can't seen to figure out how to convert this avi to mpg using TMPGEnc so that it would appear correctly on my tv. It's a widescreen avi movie and pretty good quality, but it appears really mixed up and stuff on my television. the stats or whatever for it are

    MPEG-1 640x360 29.97fps CBR 1150kbps, Layer-2 48000Hz 192kbps

    that's what appears on TMPGEnc, I was thinking it was the aspect ratios that i had to adjust to properly encode but I can't seem to figure it out.

    You should open the avi in VirtualDub and view the file properties.
    As far as I can see, the framesize is 640x360 and the audio samplerate is 48kHz.
    In TMPG go to setting > advanced > source aspect ratio 1:1, video arrange method: full screen [keep aspect ratio]
    Even better select video arrange method center[custom size] and type
    320x164 (NTSC) or 320x196 (PAL)
    At the video tab set aspect ratio 4:3.

    According to the VCD standard you have to downsample the audio to 44,1 kHz. (audio tab)
