I'm using Adobe Premiere Elements 3. When I capture video with Premiere, from my DV Camera it flickers on the screen but not on the camera display.
The video clip flickers when I play it in Premiere but it does not flicker when I play the video clip from outside Premiere using Windows Media Player.
When I export the movie to DVD it flickers both playd on a standard DVD player and from a computer.
I have tried to lower the bitrate to 5Mbps but it does not help.
Does anyone have a clue?

Sounds like an interlace issue.
Also keep in mind that many editors are not meant for viewing/playback of video and don't have fluid video playback. Perform your editing and then test playback in another player.Google is your Friend
