I ripped a DVD using DVD Decrypter and the files came out to be 7.5gb.
I went into my TMPGEnc DVD Author program to burn the DVD, using the files I just ripped. After selecting the folder that has all my ripped files in it, the program tells me the total size of that DVD's files come to 7.5gb.
I only have single layer DVDs. How can I get this size down, or how can I resolve this problem?

Most commercial DVDs are about that size. You can use DVD Shrink to reduce it to fit on a DVD-5 disc if you ripped it to a VIDEO_TS folder format. Or DVD Rebuilder if you want a bit more quality, but it will take quite a bit longer.
Many times the main movie may fit a DVD-5 by itself, if you don't need all the 'extras'. Or it fits with just minimal 'shrinkage'. There are guides for both programs available to the left in 'HOW TO'.
Or if you ripped it to MPEG, you could try ReJig, which works similar to Shrink, but it's for MPEGs.
Or use a standalone encoder and re-encode it to a smaller size by using a bitrate calculator to determine the bitrate needed to encode to your size.
