i have a ati aiw 128 pro the TV feature works great,
but with one channel i have a problem .
Channel 7 (FOX) seams to change its brightness
light/dark/light/dark and so on.
If i disconnect ati and connect a reg. TV there is no
problem.

Hmmm.... Seems like the notorious Macrovision copy protection to me.
This is widely used in DVD and VHS, I've never heard of a TV channel using it but the symptoms are identical to the ones you're having.
To test if it's Macrovision indeed, try to record Fox airing using a VCR (it should be a new model as older ones won't detect Macrovision). Then playback the tape. If you get brightness changes, this is it.
ATI cards feature Macrovision detection but there are ways to disable it. Can't help you more with that though as I don't own an ATI card.
