Best for what? What are your needs? The choices range from Sonic Scenarist for $5000US to GUI for dvdauthor for free. They will both produce the same quality with a simple DVD.
For an easy to use authoring program, maybe TMPEGEnc DVD Author. For more options, DVD Lab or DVD Lab Pro. -
Yes I second Tmpengc Dvd Author. I think the current version is 3. If I remember right it was around 90.00USD I believe. I don't know what the current prices are however. Very simple point and click software. However you can create your own menus and customize it - though not as feature rich as more expensive programs naturally. And I believe version 3 allows you to import divx files and do a straight conversion from divx to dvd inside the program itself - I only have version 2 so I can't confirm that off hand.

I prefer to TMPGEnc DVD author. Its good and simple to use. If you want more complexity and control try DVD Lab Pro.
TMPGEnc 2 will not allow you to author both PAL & NTSC simultaneously. However, version 3 will allow you to author but will re-encode the file which do not match the selected project format.
That is if you start with NTSC project, all PAL compatible streams which you add to the project will be encoded to NTSC and vice-versa.
