  1. For encoding a widescreen dvd (in VCD format), what would be the correct display ratio? 4:3 or 16:9 or 1:1 vga? What would be correct for a full screen dvd? Also, do I "keep aspect ratio2" ?

I am not too sure about this. I have seen many (actually most of them) DVDs, that came with a source aspect ratio 16:9 generetic. Before you set source aspect ratio 16:9 525 line NTSC, make sure it is correct.
You can use Bitrate Viewer to check the source.
