Ok i recently tried recording in 16:9 using my LG RH1777 recorder and it seems that it only plays in widescreen using THAT player, everything else plays it in 4:3 (Also i use +R if that makes any difference)
Anyway is their any program where u can rip DVD Video files, change the aspect ratio and burn it again, hopefully without a full conversion.

Load each VOB file into DVDPatcher and select the proper Horiz & Vert size, and 16:9 Aspect ratio.
Patch Entire file. Does not re-encode. -
Since most standalone DVD players get the DAR from the IFOs and not the VOBs, the proper thing to do should be to change the IFO. Open the DVD in PGCEdit, right-click the video, and go into Domain Streams Attributes. In the new screen, if it says 4:3 change it to 16:9 and check Automatic Letterbox. Save and reburn.

If the DVDs are already burned, you are of course unable to modify them (unless they are RW, which is unlikely to be the case, otherwise you'd have figured it out already). That's why all the suggestions involve taking your already-burned DVDs, copying the files to a HD, modifying the files, then reburning. There's no other way to do it.

That or get a BluRay recorder, those are sure to record in true 16:9 ratio

EnigmaXtreme - I've got the LG RH7823. If you are recording from an analogue source (eg: TV ariel) it will be 4:3. However, if you are connecting to a digital source (eg: a set-top box), and you require 16:9, ensure all are set to 16:9 - STB, and the LG unit (select TV Aspect-> 16:9, and if you're recording direct to disc set the 'Rec Aspect' to 16:9).
Use an RW to copy to your PC HDD. It may 'appear' in a 4:3 ratio when viewed on your PC (and some app's will detect it as such, eg: DGIndex), however if you re-encode /author and set the display as 16:9 (for example in TMPGenc DVD Author) it will result in video that plays as 16:9 without any aspect distortion. -
My Pioneer records 16:9 if it is getting a true 16:9 signal coming in. I have two digital settop boxes. One outputs a true, flagged 16:9 signal, and the Pioneer records 16:9 flagged. The other outputs an unflagged 16:9 signal, which the Pioneer records as 4:3, so the image is stretched on playback. I have to dump these to RW, copy them to the PC HDD, alter the IFOs (and VOBs - I like to do both), and write back to a -R to finish.

Im 100% positive I set Record Aspect to 16:9. The problem is when I play it on any of the other DVD players in my house it plays in 4:3, no letter box or anything.
They play fine on the recorder so its something with the DVD recorder, which is why i wont be recording in widescreen till i get a new DVD recorder -
When you play the recorded disc in the LG unit it displays a 16:9 / widescreen picture, and the aspect ratio isn't distorted ie: doesn't seem stretched in any way? If this is the case, then it seems you may have a 16:9 recording.
With the other DVD players you have, are they hooked-up to a 16:9 TV or 4:3? Also, maybe check the settings of the other standalone DVD players to ensure they are set to 16:9 - plus other settings such as zoom. etc. Maybe its just a matter of playing with the settings of other devices?
