Ok what I used to use was tmpgenc xpresw 4 and dvdlab pro to make dvds out of mkvs and ogms when i had windows xp but since i updated to windows vista now the version of tmpgenc xpress 4 doesnt work. What is a good program to encode to dvd mpeg files on vista without any quality loss?

HCEnc. You will have to learn a little avisynth, but you can use FitCD to write that for you.

Otherwise you might look at ConvertXtoDVD.

Personally I steer clear of mkv and ogm files because they have too many permutations and have never seemed worth the effort. I know that both formats have staunch fans, I'm just not one of them.

It would keep the quality as good as any one-click solution will. The best quality would be achieved by using avisynth or virtualdub, some appropriate filters, and a good quality mpeg2 encoder. Donald Graft has created some very good filters specifically for anime source. Of course, the process will take longer to set up, and longer to encode, and requires some effort on your part.
