That sounds like your video overlay settings are messed up. Check your video card settings for adjustments. You might try lowering your video acceleration (In 'Troubleshoot') there to see if that helps, though the playback may suffer. Or try a player like VLC that may let you turn overlay off and on.

Try: 'Control Panel>Display>Settings'. You should see a page similar to this:

The second smaller monitor is my TV, which is not hooked up at present. Click on that one and you should see the settings there. You might try lowering the resolution to 640 X 480 True color @ 60hz and see if that works. If so, try some higher settings. Also make sure when you are trying all this that the TV is hooked up and set to play the video. I assume you have 'Extend my Windows desktop to this monitor' checked and you can see your desktop on the TV.

If no help, go to 'Control Panel>Display>Settings>Advanced>Troubleshoot'. Lower 'Hardware Acceleration' to about 1/3 and try it. If that helps, move it back to full and select your video control tab. They are named different, depending on your video card brand. From there it depends on your video card and you may have to consult your manual for your video card to see what type of overlay adjustments are available.

In VLC player, 'Settings>Preferences>Video' and change the 'Overlay video output' by checking or unchecking it, then try playing a video. You may also find WMP will work if you open a second instance of it. Somehow that changes it's overlay settings. Another trick that sometimes works is to play the video on your laptop screen, then drag it across to the TV screen.

I've managed to get my overlay settings so messed up that I had to reinstall the video card drivers. But once you get the right combination, write it down.
